I have seen very few plugins that are incompatible, at least that I use. UTW seems useless as the tags pretty much solve the problem for you. I also think that the tags will help with the search engine rankings.

I have about 750 plugins on my test blog, all work. Wordpress codex has a page of plugins that are not working, I suggest you check on over there.

Hope you enjoy the new wordpress blogs, and thanks for the comment

Ryan, I just installed four new blogs using 2.3 and it was painless as always. I haven't gotten into them just yet to know all the new features, however, I did notice the tags field on the new post page. Will that circumvent the need for something like Ultimate Tag Warrior?

I also heard that there are quite a few plugins that aren't compatible with 2.3, so I recommend anyone who is going to upgrade, that they do a quick inventory on just what they may have to do without for a while.
